The key part here: 5% of Windows installs crash 3 or more times each day (Gates states "crash more than twice each day"). Let's assume that is an average over a week. Therefore we can state this roughly: 5% of Windows installs crash 21 times or more per week. There are approximately 100 million installs of Windows XP in existance (this is the first windows with complete error reporting).
