Mr. Gates acknowledged today that the company's error reporting service indicated that 5 percent of all Windows-based computers now crash more than twice each day.

The key part here: 5% of Windows installs crash 3 or more times each day (Gates states "crash more than twice each day"). Let's assume that is an average over a week. Therefore we can state this roughly: 5% of Windows installs crash 21 times or more per week. There are approximately 100 million installs of Windows XP in existance (this is the first windows with complete error reporting). I'd be very interested to expand on this statistic and see how often windows really crashes on average.
